Donations, Grants and Sponsorship Policy

1. Purpose
1.1. This policy governs the solicitation, acceptance, recording and use of donations, grants and sponsorships.
2. Principles
2.1. Tshehetso will:
2.1.1. accept support consistent with its objectives and values;
2.1.2. protect its independence and public trust;
2.1.3. use funds responsibly;
2.1.4. respect lawful donor restrictions;
2.1.5. avoid arrangements that expose beneficiaries or the Organisation to unreasonable risk; and
2.1.6. maintain appropriate financial and donor records.
3. Acceptance of funding
3.1. Tshehetso may accept:
3.1.1. monetary donations;
3.1.2. grants;
3.1.3. sponsorships;
3.1.4. devices and equipment;
3.1.5. data or connectivity;
3.1.6. professional services;
3.1.7. volunteer time;
3.1.8. venue support; and
3.1.9. other in-kind contributions.
4. Prohibited or inappropriate funding
4.1. Tshehetso may refuse funding where:
4.1.1. the funds appear to originate from unlawful activity;
4.1.2. accepting them would compromise the Organisation’s independence;
4.1.3. the donor requires unlawful or discriminatory conduct;
4.1.4. the conditions conflict with beneficiary protection;
4.1.5. the donor seeks improper influence over procurement or appointments;
4.1.6. the administrative burden is disproportionate to the benefit;
4.1.7. the donor’s activities present material legal, ethical or reputational risk; or
4.1.8. the donation would compromise the Organisation’s non-profit status.
5. Restricted funding
5.1. Restrictions must:
5.1.1. be recorded in writing;
5.1.2. be consistent with Tshehetso’s objectives;
5.1.3. be practically achievable;
5.1.4. allow reasonable administration and reporting costs where applicable; and
5.1.5. not place inappropriate control of the Organisation in the hands of a donor.
6. Approval
6.1. The Managing Director may receive routine donations within Board-approved limits of R1 000 000 or less.
6.2. The Board must approve:
6.2.1. material grants and sponsorships;
6.2.2. donations carrying significant conditions;
6.2.3. funding from politically exposed, controversial or high-risk sources;
6.2.4. naming rights;
6.2.5. funding that creates continuing financial obligations; and
6.2.6. donations that may create a conflict of interest.
7. Recognition
7.1. Donors may be acknowledged with their consent.
7.2. Recognition does not give a donor:
7.2.1. governance rights;
7.2.2. ownership of Tshehetso;
7.2.3. control over beneficiary selection;
7.2.4. preferential procurement treatment; or
7.2.5. access to confidential beneficiary information.
8. Anonymous donations
8.1. Anonymous donations may be accepted where lawful and reasonably verifiable.
8.2. Tshehetso must still retain internal transaction records where required for financial, anti-fraud or audit purposes.
9. Policy Review
9.1. This policy will be reviewed annually, or as and when the need arises.
